ICD 10 is not a computer/software language. It is a set of prescribed codes which are important to the physician from the claims point of view. Currently ICD 9 codes are being used and ICD 10 will be used starting middle of next year.
If your target market is the US, then yes you need to ensure that the EMR you develop is compliant with HIPAA guidelines and ICD 9.
