Need help in developing Electronic Health Record

1. It will be approx. 25 pages website including patients’ forms filling data pages, with attachments.
2. Home Page: (Sign in, Sign Out, Forgot Password, Forgot Password Reply, Change Password, Change Password Confirmation), 2.  About Us 3. Mission, Vision, Values, Founders 4. Legal: Terms & Conditions, Privacy Policy 5. Products1 details 6. Product2 details 7. How it works 8. Why Buy from Us 9. EPR 1, 2 etc 10. Business registration form 11. Site map 12. Testimonials 13. FAQ. 14. Contact Us 15-25 Other pages
3. On the home page to have a Video for product demo for about 1 to 2 minutes.
4.  Professional look of the website.
5.  Payment gateway
6. HL7 and ICD 10 Compatible website
7. Security and Speed are important.
8. I wish to work in stages. 1^st: Design 25 page site with EPR, launch, and test, correct. Later on 2^nd: start Marketing, 3^rd: add free health related E-Book & generate client base. 4^th: add Food Supplements products as calcium Iron etc. In future it will be a health kart website.
9. Customers will be from USA, Europe and Asia.

I have tentatively decided as under:

1. Domain- enom, Godaddy
2. Hosting- Amazon (1st yr free), Hostagator
3. Web Framework-  To be decided
4. Payment gateway-  PayPal, CC Avenue for India
5. I will be registering domain, hosting myself directly. FTP a/c shall be given to developer. I shall keep all codes, password etc with me.

IS IT OK? I would like to know what language / framework is best for development of electronic Patients record.
