If there is a website with 1 Lakh Registered Members. Would you as a company be willing to advertise on that website with a Picture Ad for say about Rs 5 a click (Which takes you to your website)?

It totally depend on the website you are advertising. If you think that website really going to help with your website.
As far as price is concern, 5 Rs per click is fine not big amount. I saw some websites charge even 20 – 25 rs per click.
So, If you think traffic will be worth for your online venture. Go for it.

It doesn’t matter how many registered members are there in your website. I’d like to advertise on a website which gives me high quality traffic not high quantity.
